Steps to be followed for foreign student admission to Quebec universities associated with the CEF

Objective: This is a general guide including the steps that should be followed by foreign students who wish to be admitted to graduate programs offered by Quebec universities connected with the CEF. For more detailed information, please consult the web pages of the particular university, together with those of Canadian provincial/federal organizations.


  1. Request for admission - the student must make a direct request for admission to the university concerned. Hyperlinks to admission procedures for each university associated with the CEF are found below.
  2. Admission - Once accepted, the student will receive a letter of admission of the university.
  3. Study permit - With the acceptance letter, the student will be able to obtain a study permit (i.e., visa). The following steps are mandatory for obtaining a permit:
    1. Obtain a Certificate of Acceptance of Quebec (CAQ) from Immigration Quebec. 
    2. Obtain a study permit from Citizenship and Immigration Canada 
    3. Immigration officials basically need to know:
      • The status of the applicant in his/her country of origin (i.e., undergraduate student).
      • If the applicant meets admission requirements of the university.
      • If the applicant has sufficient funds to cover academic and living expenses for the duration of his/her stay.
    4. If the student is staying for less than 6 months, he/she will only be able to study at a Quebec university on a visitor’s visa.
    5. Generally, study permit holders are authorized to work part-time on the university campus . In certain cases, students also have the right to work off campus.
  4. Sources of funding
    1. Educational rights of foreign students are greater than those accorded to Canadian citizens. However, the government of Quebec has concluded agreements with about fifty countries  allowing a limited number of foreign students (a quota) to benefit from a partial exemption from tuition fees. French students are automatically exempted for the duration of their study permits. To obtain more detailed information on the exemption programs under these international cooperative agreements, please consult the page of the Ministry of Education, Leisure and Sports of Quebec 
    2. Government of Canada Awards Program . Open to foreign students for advanced studies/research in Canada.
    3. Commonwealth Scholarship Program . Awards open to citizens of the British Commonwealth so that they can study in Canada.
    4. OAS Fellowships Programs  (Organization of American States). Open to citizens of OAS member countries for study or research in Canada.
    5. Canadian program for awards from la Francophonie .
    6. Awards from the University Agency for la Francophonie .
    7. Centre for Franco-Quebecois Inter-University Cooperation .
    8. Other funding sources exist for foreign students. Each university has offices responsible for maintaining up to date information. Web pages describing these funding sources are found below.
  5. Health insurance - Mandatory in the Province of Quebec. Each university has a system of health insurance for foreign students. Hyperlinks describing the insurance programs particular to each university associated with the CEF are shown below.
